The U.S. Coast Guard:
- Protects ports, the flow of commerce, and the marine transportation
system from terrorism
- Maintains maritime border security against illegal drugs, aliens,
firearms, and weapons of mass destruction
- Coordinates efforts with federal, state, and local agencies
This position is located in the Department of Homeland Security, U.S.
Coast Guard, ISC Kodiak, Facilities Engineering Division, Kodiak,
Alaska.

Major Duties:
This position is an Engineering Technician in a multidisciplinary
engineering branch responsible for inspecting, analyzing and
developing safe, efficient and cost effective solutions to routine
and major maintenance, alterations, construction and demolition
requirements for industrial, commercial and residential buildings and
structures of a military shore plant industrial and housing complex.
This position requires application of practical knowledge of
mechanical, electrical, and civil engineering processes and
applications used in the construction, repair and renovation of
buildings and structures following International Building Code,
National Fire Protection Association, and National Historic
Preservation Act approved methods and techniques to inspect
buildings, and to identify and solve a variety of engineering
problems and requirements.
Typical duties include:
* Preparing rough sketches of proposed work and/or existing
conditions complete with accurately taken field measurements,
elevations, photographs, and other pertinent information and
conditions.
* Inspecting components such as roofing systems, foundations,
flooring systems, siding, windows, doors, coating systems, heating,
ventilation, air conditioning, plumbing, electrical distribution and
alarm systems.
* Maintaining computer databases of inspection results and
maintenance records for all buildings.
* Operating test equipment and instruments to test installed
materials and workmanship.
* Reviewing, evaluating and determining compliance of material
specifications, shop drawings, product samples, certificates of
compliance, lab analyses, and other submittals and data provided by
contractors.
* Assisting the contracting officer and technical staff in developing
or evaluating contract change order requests and/or proposals.
Preparing sketches, changes to contract drawings and/or
specifications to incorporate recommended problem solutions.
Reviewing cost proposals for reasonableness and
adequacy/appropriateness of line items.
* Developing detailed cost estimates (manpower, materials and
equipment) to obtain or verify project funding and bid/quote
evaluation.
* Conferring with representatives or facility users regarding project
requirements, limitations, and functional use of space to determine
the most economical and effective solutions.
* Investigating project sites to determine the condition of
facilities and structures and to secure data prior to initiating
design efforts; evaluating and translating data into working drawings
and specifications.
*Providing technical review and evaluation of project designs
prepared and submitted by other engineers/technicians, commands and
architectural engineering firms.
* Furnishing technical advice and recommendations to peers,
supervisors, various Command personnel and other similar customers on
problems relating to the use of certain materials, processes, type
specifications, details and construction techniques.
* Other duties as assigned.
Qualifications:
To qualify, applicants must have 1 year of directly related work
experience (equivalent to the GS-8 level in the federal service)
overseeing engineering activities in support of maintenance and
industrial engineering programs; preparing engineering specifications
and cost estimates; preparing engineering drawings and related
graphics manually and on a computer-aided drafting system; reviewing
project work requests and requirements; determining areas where
commercial contracts may be appropriate; assisting in the management
of a quality assurance inspection program to ensure proper completion
of maintenance and industrial work; compiling competitive bids for
materials and services, preparing purchase requisitions; and assures
timely delivery of materials and services.
This position does not have a positive education requirement.
